This is what happens when you buy very cheap toners, if you want to buy cheap go for premium & not the cheap cheap ones as the Toner open & close spring load clip just doesn’t fully work & jams which causes Toner to leak all over the printer. After a good throughly clean & service it’s fully functional with new HP Toners.
